Rashad Kurbanov graduated from the Law Faculty of Lomonosov Moscow State University, Russia, in 1987. In 2005 he received his Doctor of Law degree from the Kutafin Moscow State Law Academy, Russia, and in 2012 received the title of Professor and became Honored Lawyer of the Russian Federation. In 2017 he received the title of Honorary Professor of the Institute of Law and Human Rights from the National Academy of Sciences of Azerbaijan. Currently, Rashad is the Director of the Institute of Regional Integration and Legal Sciences, member of the Scientific Council and Head of the Department of Civil Law at Plekhanov Russian University of Economics. He is the author and co-author of more than 270 publications, including 14 individual and 20 collective monographs, 24 textbooks and manuals published in Russia, the United States, the UAE, Saudi Arabia, Iran, Belarus, Italy, Azerbaijan, and Kazakhstan on legal support of the economy, comparative law, energy law, and the legal basis of regional integration. Rashad is a member of the Scientific Advisory Board of the Supreme Court of the Russian Federation, Expert of the Russian Academy of Sciences, member of Presidium and the Head of the Department on State Formation and Law of the Scientific Advisory Council of the Parliamentary Assembly of the Union of Belarus and Russia. In addition, he is a member of the working group under the Chairman of the Russian State Duma for legal analysis of the legislative process and accepted normative legal acts, and a member of the Advisory Council on intellectual property protection and technology transfer at the International Association of Academies of Sciences. He is also the Chief Editor of the scientific magazine Economics. Law. Society of the Plekhanov Russian University of Economics; member of the educational-expert board of the scientific magazines Law and Right and Education. Science. Scientific Personnel; and a member of the editorial board of Energy Law, the Russian Journal of Legal Research, International Law, Legal Research, Revival (the scientific journal of the National Academy of Sciences of Azerbaijan), and Law Economics Psychology. Rashad is an expert for the Group of States Against Corruption of the Council of Europe (GRECO), working on the prevention of corruption in respect of members of parliament, judges and prosecutors; and an expert for the working group on the development of an educational course on the property rights for judges and prosecutors of Bosnia-Herzegovina in the framework of the HELP programme (Human Rights Education for Legal Professionals) of the Directorate General Human Rights and Rule of Law of the Council of Europe. Between 2013 and 2016, he was Head of the Secretariat of the Russian Delegation to the European Commission for Democracy through Law (Venice Commission) of the Council of Europe.
